Summary The electoral system should: 1) elect the candidate most acceptable to constituents in each riding; and 2) produce parliamentary voting power proportional to total votes received by each party. The current system does not meet these objectives. The solution to the first objective is a modified Borda count. The solution to the second is a ‘People’s Representative’ voting system.
