1. The current electoral system has completely failed to give Ontarians the governments we have voted for. First-past-the-post has given majority control of our legislature to parties that have received substantially less than majority support from the voters. Proportional Representation, in almost any format, will provide Ontario with governments that truly reflect the votes cast by Ontarians. There have been concerns about Proportional Representation electoral methods which may not provide optimum regional or local representation. Some electoral systems attempt to rectify this potential 'problem' using various formulae. 2. I suggest that Ontario adopt a two house legislature, somewhat similar to the Commons/Senate structure of the Canadian Parliament. The Ontario Legislative 'Commons' should be elected proportionally. (ie. 34% of the votes cast should result in 34% of the seats in the Provincial 'Commons'.) The Ontario Legislative 'Senate' should be elected using the existing Riding system, using the Single Transferrable Vote system to ensure that the Member for each Riding has 'majority' support in his/her Riding. 3. Additionally, Ontario citizens should be provided with the opportunity and Right to initiate Legislation themselves, through a process of Citizen Initiative which would place Referendum question(s) on the ballot during Provincial Elections.
