Comments regarding your deliberations:
1) Most important principle: one person, one vote. This would aply to all persons, a universal sufferage.
2)The electoral process in Ontario is not broken! Trying to 'fix' it is more likely to wreck it..it may be said that fixing the electoral system is more like "fixing" elections by guaranteeing that splinter parties have an illegitimate backdoor to power, long favoured by Socialist political parties because they stand little chance to grab power except by manipulation of minority government coalitions (see Israel and Italy for instance).
3) In order to prevent social chaos and hijacking of the governmental process by miniscule and/or extreme political parties (as frequently happens in Italy, Israel,and other "proportional representation" governments, a simple rule of majority determines who is elected in each riding.Do not forget that proportional representation is what brought Adolf Hitler into power in 1933, caused Italy to have more governments since WWII than the United States has had Presidents, and has interfered with the government of Israel so severely that the mideast peace process has been adversely affected. Just what Ontario needs...
Proportional representation schemes are sold on the basis of "fairness"; they are NOT fair in any way, but indeed prejudice the process of good government so much that effectiveness is substantially diminished.
4) My recommendation: close up the assembly, tell the government to leave the electoral system alone, and go home.
