During the 2006 Municipal Elections, I was an "inside" scrutineer at 1420 Victoria Park. I made some observations in a short report and strongly felt the voters, mostly residents, at 1420 Victoria Park were coerced into voting. Here is a part of my report. "I could not believe my eyes. No guidelines in Gujerati or Kutchi were on display for the majority of Gujerati/Kutchi speaking senior voters, on how to use the ballot form. One of the ballot officers happened to be a Kutchi speaking resident of 1420 Victoria Park. It was very apparent that she also happened to be a neighbor and personal friend of all the residents/voters of that building. As the same ballot officer was checking ID, etc., a long voters’ line-up (mostly seniors) started building up, creating chaos and confusion. Not being conversant in English and being elderly, most voters attempted to vote two-three times resulting in “voided” ballots! As a result, the ballot officer and DRO took it upon themselves to explain to the voters the process. "
